Bodegon Spanish Tapas Coming to Barracks Row

The owners of Bodega Spanish Tapas & Lounge in at 3116 M Street in Georgetown have leased the space at 518 8th Street formerly occupied by Medium Rare, and will open a Spanish Tapas restaurant in the coming weeks, according to co-owner Joe Idrissi. 

Brothers Joe and Moe Idrissi, in partnership with Ben Kirane, are long-time restaurateurs behind a number of Georgetown outlets, including Rialto, Maxime, and Thunder Burger and Bar.

ANC6B Slams DDOT’s Pedestrian/Bike Safety Plan for 11th Street & I-695 SE Intersection

After a contentious April 7 meeting where ANC6B’s Transportation Committee was briefed by DDOT on proposed safety improvements for the 11th Street/I-695 off ramp intersection, the committee went behind closed doors to craft a critical response to the proposal.  A draft letter to DDOT, based on a number of recommendations by Commissioner Corey Holman – who also serves as chair of 6B’s Planning and Zoning Committee – was considered by the full ANC6B at its April meeting last Wednesday. 

After a brief and more civil discussion, the Commission voted 9-0 to approve a letter stating that the current design of 11th Street is “hostile to all modes of travel” except for automobiles, that the plans for improvement are “insufficient in scope and design”, and that DDOT must modify the plan “to meet the safety, mobility, and sustainability goals of the city”. 

DDOT’s original proposed improvements include:

1) Add an 8-foot wide two-way protected bike lane on the west side of 11th Street, SE, from I Street, SE, to O Street, SE.

2) Add a lane to the eastbound I-695 Exit Ramp to 11th Street, SE, to the existing three.

3) Reduce the 10 foot west side sidewalk width to 5 feet wide on 11th Street, SE, to accommodate protected bike lanes while maintaining up to eight car lanes in that stretch.

4) Shrink the width of the pedestrian refuge on the southern portion of the intersection of 11th Street, SE, and M Street, SE, from 18 feet to 6 feet to accommodate an extra north bound left turn lane onto westbound M Street, SE.

Striking a conciliatory note, the letter went on: “[We believe] the plans presented to the community on April 7, 2021 increase the safety of the corridor compared to the status quo, but we believe such projects should aim to maximize safety for all users of the roadway which this project so far fails to do.”

In order to reduce the focus on an auto-centric view of road use and to further the goals related to Vision Zero and Sustainable DC plans, “we believe the following should be incorporated into any plans for this 11th Street, SE, corridor. 

1) Widen the proposed bike line to 10 feet with a 3-foot buffer, instead of the proposed 8-footlane with a 2-foot buffer.

2) Reverse all plans to shrink sidewalks on 11th Street to less than 6 feet wide and instead remove extraneous lanes for vehicle traffic to accommodate the bike lanes.

3) Adjust the number of lanes ….of 11th Street to widen the crosswalk at the northwest corner of 11th Street, SE, and M Street, SE.

4) Expand the project scope along 11th Street, SE, north to Pennsylvania Avenue SE to include a protected two-way bike lane from O Street, SE, to Pennsylvania Avenue, SE.

5) Seek to reduce the number of car lanes in general and expand sidewalks, bio-retention areas, and other non-road uses of the right of way.

6) Remove all double turn lanes to add usable pedestrian refuges along 11th Street, SE.

7) Implement vehicle speed reduction techniques … at the approaches to 11th Street, SE, and other traffic calming measures throughout the project area.

8) Remove the unnecessary left turn lanes onto N and O/Water Street from 11th Street, SE…and add pedestrian refuges or a larger median.

9) Continue to consider the impacts on the plans to bring Southeast Boulevard to the grade of L Street, SE, and any potential uses of the space under that raised Boulevard.

The letter – addressed the acting director of DDOT Everett Lott and copied to CM Charles Allen, concludes, “In sum, while ANC 6B believes the current plans are inadequate, we stand by to work collaboratively to ensure the city we all love and share does not fail at this generational opportunity to fix 11th Street SE.”

Last night, at ANC6B’s April meeting, Planning and Zoning Committee Chair Corey Holman announced that city officials had informed him that Congressional Aviation had given up its efforts to relocate their helipad and fueling station to Water Street, SE, near the huge mixed use project at 1333 M Street and the Washington Boatyard.

The company’s lease on ground down river where they currently have a helipad for helicopters used by MPD and area hospitals is expiring and is not going to be renewed.

Nearby neighbor opposition to the project was strong and in support of the opposition, Holman was prepared to file a map amendment to zone the site, limiting its use to open space, park, and low density riverfront-oriented retail.  Currently, the property is not zoned.  Holman said he was not inclined to file the map amendment at this time, since the issue is likely to be more fruitfully addressed in the forthcoming Comprehensive Plan or a Small Area Plan. 

In a letter to City Administrator Kevin Donahue, ANC6B acknowledged the need for a helipad for the MPD Air Support Unit and encouraged the Office of the City Administrator to take the lead in locating the facility.  Here’s the text of the letter which went to City Administrator Donahue and other city officials. 

Over the past couple of years, Congressional Aviation has worked with stakeholders including ANC 6B in an effort to lease or acquire city-owned land roughly at 12th Street SE and Water Street SE to building a heliport and provide services to MPD’s Air Support Unit. In has come to the attention of ANC 6B that Congressional Aviation is no longer seeking build a heliport at this site.

While ANC 6B publicly and repeatedly opposed such a disposition for heliport use given past planning efforts for park or marina use, it has become clear to the Commission that there is an immediate need for short- and long-term certainty for the MPD Air Support Unit whether at the current site along South Capitol Street SW or elsewhere. Presuming OCA or MPD will need to move forward with seeking a home for the Air Support Unit, we encourage the executive to do so in a transparent process and engage early with any potential impacted community, whether that’s in ANC 6B or elsewhere. We believe executive leadership and community support are necessary components for a successful heliport operation in the city.

Harvest Tide Steak House is coming to 212 7th Street, in the space formerly occupied by Aqua al 2.  The restaurant will seat 150 inside plus 20 seats at the sidewalk café.  The venue hopes to open early summer.

Bike and Pedestrian safety issues at 11th Street Intersection with I-695 roil 6B Transportation Committee

Also on Wednesday night, the 6B Transportation Committee heard a presentation on the I-695 Ramp Traffic Study/11th Street Bridges Project/Bike and Pedestrian Improvements on 11th Street and Virginia Avenue Park.  The discussion turned rancorous over what some on the committee perceived as a failure of DDOT’s contractor to fully address pedestrian and bike safety issue out of deference to motor vehicle interests.  The meeting went long, and the consensus was that the committee would work on a draft letter to DDOT and other city officials to take before the full ANC Committee at its April meeting next Wednesday.

ANC6B05 Commissioner Steve Holtzman announced late Friday afternoon that DGS has agreed to reverse themselves, replace the crosswalk removed earlier today and add the ADA compliant curb cut on the western side of 8th Street.

Holtzman said he received assurances from Councilmember Charles Allen, the DGS Project Manager, the DDOT Ward 6 Community Liaison that they will be replacing the crosswalk and ramps.  Holtzman applauded the decision and cited the roughly 130 separate complaints to city officials which the removal generated.

It is uncertain how soon the crosswalks will be restored but Holtzman hoped this would be clarified later in further communications with DGS and DDOT.  Also, Holtzman said, “In the short term, the crosswalk needs to be put back with added safety/visibility enhancements. Let’s be clear.  The (previously) existing crosswalk when it is put back is still, without added enhancements, as dicey for pedestrians as it has always been.  Putting it back (and adding the curb cut on the Western side) is still essential.  It is still the best and most appropriate path for pedestrians at this juncture. However, its visibility needs to be enhanced. I’ve discussed this with DGS this morning and they agree that they will look at this and see what can be done.”

Most importantly, he said, “There still needs to be a comprehensive multi-modal traffic safety assessment undertaken for this space – we need to find better solutions to how pedestrians (with special reference to children and residents with mobility issues), cyclists, buses, trucks and cars cohabit this nexus.”

More than 100 neighbors near 8th and D Street, SE, have written city officials to oppose the surprise removal by DDOT of the double crosswalk at the D Street intersection with 8th Street on the north side of Pennsylvania Avenue, SE.  The so called “slip lane” – the extension of D Street at this location which allowed vehicles to merge with Pennsylvania Avenue, SE, in front of Trader Joe’s –  was recently eliminated as part of the renovation of Eastern Market Metro Plaza. 

ANC6B05 Commissioner Steve Holzman, alerted neighbors to the pending action last night, and again this morning after work to remove the cross walks had commenced. 

Holtzman said that yesterday he told the DGS Project Manager overseeing the renovation of the Eastern Market Metro Plaza that there had never been a community consultation regarding these crosswalks.  Holtzman said that he pressed for a delay in the removal but the project manager said via email:

“The east-west crosswalk markings are to be removed and the ADA ramp facing west will also be demi’d.  This work has been prioritized to start tomorrow to avoid further confusion at this location.” 

The crosswalks are used by pedestrian traffic travelling west on D Street to cross 8th Street for a straight shot to Trader Joe’s and the corner of 7th and Pennsylvania Avenue.  Foot traffic will now be required to cross 8th Street only at the streetlight at the intersection of Pennsylvania and 8th. 

Holtzman says that it has been known for years that the crossings at 8th and D have been a complicated problem and that he has asked DGS and DDOT to assess the intersection several times.  He said he was told repeatedly by DGS that they did not intend to include any treatment of the crosswalks in the renovation of the Plaza.  Although DGS claims they have had removal of the two crosswalks in their plans for two years, Holtzman and other ANC commissioners say this proposal was never presented publically.

Building Collapse Sets Back Ebenezer Methodist Church Residential Project on D Street, SE

DC Fire and Emergency Services responded to a reported building collapse in the 400 block of D Street, SE, yesterday afternoon.  The building is part of a residential construction project of Ebenezer Methodist Church located on the block. 

DCRA Inspections Division personnel also responded to the site and reported that DC Fire Captain Kemp was in command.  DCRA said that according to Kemp, the structure began to give way while workers were doing excavation at the site.  As it slowly collapsed, the workers scattered and ran.  DCFD secured utilities and evacuated nearby residents.  MPD brought in K-9 search dogs to help determine if there were workers trapped during the cave in, but none were found after a 20 minutes search.  There were no fatalities and no injuries associated with the collapse. 

According to DCRA, the project was issued a stop work order last fall because of safety concerns related to the water-filled excavation pit.  The problem was apparently corrected permitting work to resume, but a photo from today showed the pit filled with water.

The adjacent town house at 416 D Street is also undergoing underpinning and excavation.  The adjacent town house on the other side at 420 D Street is occupied and did not suffer damage. DCRA deemed the 416 and 418 unstable and stop work orders have been imposed. 

The project has been contentious in the neighborhood since it was proposed more than three years ago.  After a long review process and a battle over the architect’s plan for a mechanized car storage structure (ultimately denied by the Historic Preservation Review Board) the project got the go ahead from the city.

Today, Mayor Bowser held a situational update and made several announcements:

New and Upcoming Vaccination Clinics:

  • On Friday, April 9, a new high-capacity vaccination site will open at Arena Stage. The site will be operated in partnership with DC Health and MedStar to distribute the Johnson & Johnson vaccine.
  • This week the Convention Center vaccine clinic will expand through a partnership with Safeway to distribute the Pfizer vaccine. Appointments will be sent out tomorrow, April 6. 
  • Appointments for both sites will be made through https://coronavirus.dc.gov/vaccinatedc and the city’s call center at 855 363 0333.

Re-opening:  Bowser said that as the city continues to increase vaccination rates, the following activities will reopen on May 1. 

  • Seated live entertainment (traditional theater) indoors and outdoors at 25% capacity up to 500 people.
  • Movie theaters at 25% capacity.
  • Live music will be allowed near outdoor restaurant seating.
  • Weddings and special events will be allowed indoors and outdoors at 25% capacity with a waiver for attendance greater than 250.
  • School graduations and awards ceremonies will be allowed indoors and outdoors with capacity limits to be announced.
  • Regional business meetings and seated conventions will be allowed indoors and outdoors at 25% capacity with a waiver for attendance greater than 250.
  • Outdoor races will be allowed at 50% capacity.
  • Indoor and outdoor public pools will be allowed to open at 50% capacity.
  • Outdoor splash pads will be allowed to open at full capacity.
  • Recreation centers will be able to operate indoors at 50% capacity.
  • Libraries will be able to operate at 50% capacity.
  • Museums galleries and exhibits will be able to operate indoors and outdoors at 50% capacity.
  • Non-essential retail indoors and outdoors will be able to operate at 50% capacity.
  • As of now, Bowser is not increasing capacity for Nats games at Nationals Park. A decision on re-opening for Wizards and Caps at Capital One Arena will be coming soon. 

Bowser said that DC residents can help DC reopen by getting vaccinated ASAP, help others get vaccinated, wear a mask, social distance, practice good hygiene and prioritizing outdoor activities.  As of April 2, 12.3% of DC residents have been fully vaccinated and 23% have been either fully or partially vaccinated.

  • Letter of conditional support to HPO for the renovation of an existing single family row home with a rear and third floor addition in the Capitol Hill Historic District relief at 17 9th Street, NE.
  • Letter of support to BZA for a special exception, to construct a third story addition and roof deck, to an existing two-story flat, and a second story addition to an accessory detached garage at 308 11th Street, NE.
  • Resolution regarding ANC 6A support for funding the DC Office for the Deaf, Deaf Blind, and Hard of Hearing in DC’s FY2022 budget.
  • Amendment of the ANC 6A FY21 budget to reallocate unused resources from the FedEx and DCPS security line items in the amount of $2,255.00 to grants ($1,870.00) and ZoomPro ($385.00).
