MPD 1D CAC Update:  Last Tuesday night, the MPD First District Citizens Advisory Council (CAC) held its monthly virtual meeting featuring MPD 1D Commander Colin Hall (far left), Captain Adam Crist, and Captain Paul Hrebenak.  The officials gave an update on crime in the First District.  Some of the highlights:

  • Crime stats continue to decline in the First District and across the city. 
  • Recent items which have been the target of robberies include Canada Goose and Moose Knuckle Coats.
  • MPD D1 has worked with ABCA to shut down two illegal cannabis shops on PA Avenue, SE, one on the 1100 block and one on the 1200 block.  Two months ago MPD 1D officers assisted in the shuttering of two illegal cannabis shops on H Street.   
  • MPD has made progress on cleaning up the corner of 8th and H Street, NE.
  • The area around 15th and Independence SE has been quiet after MPD made several arrests and took some violent people off the streets.
  • Commander Hall will lead a contingent of MPD 1D officials participating in the Polar Plunge in Yards Park on Saturday, February 22.  (See below for additional info.)

ABCA Shuts down Illegal Weed Shop on PA Ave, SE.  Here’s a photo of Friends Smoke Shop at 1223 PA Avenue, SE, one of the two illegal cannabis outlets closed recently by the Alcohol Beverage and Cannabis Administration.   (At Friends Smoke Shop, Investigators recovered 1.4 lbs. of marijuana, 42 grams of THC vape cartridges, and 92 grams of mushroom infused products.)  The other illegal weed shop on PA Avenue, SE which was closed recently is on the 1100 block.  ABCA also closed two illegal shops on H Street SE last month.

Former Oehme va Sweden Building Sold.  The grand old building on Barracks Row at 536 8th Street, SE, has been sold.  The recent home of Oehme, van Sweden Landscape Architects and formerly a City Bank Building went up for sale in January of last year.  Reportedly, the architectural firm found maintenance of the 1908 building too burdensome.   No word on the new owner, but it’s likely the building will see continued service as office or commercial space.

Polar Bear Plunge.  Saturday, February 22 – Yards Park.  12:00pm – 3:00pm. 

The Polar Plunge is a way for the community to come out and show their support for the athletes of Special Olympics DC.  There will be an above-ground swimming pool erected at the Yards Park, and participants will “take the plunge.”

RFK and the Commanders:  The exterior demolition of RFK is underway.  The Friends of Kingman Park RFK Taskforce will hold an in-person meeting on Tuesday, February 4, at St. Benedict’s Church to solicit community input on RFK in anticipation of a February 20 community meeting hosted by Friends of Kingman Park featuring representatives from the Washington Commanders.  The event is billed as an opportunity to meet and learn about proposed plans for RFK.  Since the Mayor’s office has not reached aa agreement on the proposed construction of a new stadium, any plans presented will be provisional and subject to change.  A sign over on the south side of RFK shows the sentiment of how some in the community feel about the stadium. 

EAT BRGZ Closes Eastern Market and the West End Locations.  The sign on the door says, “We’ve made the strategic decision to move on to an exciting new chapter.  It has been a our greatest pleasure serving this community over the past five years ….  Thank you for all the love, support and memories that will last a life time.”  EAT BRGZ owner Brandon Gaynor opened the burger joint in early summer of 2019, featuring a new concept based on a “complex burger” which set it apart from competitors.  See here:  https://bit.ly/2IOOcj3

Update on Lobby Bar.  Here’s a photo from the past week of the on-going renovation of the former Boxcar at 224 7th Street, SE, across from Eastern Market.  The owner of the new Lobby Bar expects to open at the end of February.  Photo credit:  Maggie Hall. 

Acqua al 2’s owner Ari Gejdenson is stirring up the across-the alley-neighbors.  Gejdenson is reopening AA2 at 212 7th Street across the street from Eastern Market.  All well and good.  However, the restaurant’s liquor license placard in the front window includes an application for an “Entertainment endorsement to provide live entertainment inside of the premises and on the sidewalk café with dancing and cover charge.”  And it goes on:  “House of operation alcoholic beverage sales, service and consumption and live entertainment for inside premises and for the sidewalk cafe.   Sunday through Thursday 7:00am to 2:00am Friday and Saturday 7:00am to 3:00am.”  That may be a bridge too far.  The application will come up before the ANC6B ABC Committee which will hold a virtual meeting on Tuesday night at 7:00pm (see below for details). Could be contentious. 

Foliage at Frager’s takes over the former Hype Café Space.  Staff says Foliage at Frager’s opened up the new space a few weeks ago.  A grand opening is a month or so away, but customers are welcome in the new space which is fully stocked with garden supplies.

Here’s what inside the former café looks like now.

BTW – Frager’s is holding its second annual Ladies; Night on Thursday  February 13, from 5pm – 8pm, with 20% off everything in the store during the event which features demonstrations, giveaways, and “good eats.”

New Mini-Mall Planned for H Street, NE. The former Biergarten Haus at 1355 H Street, NE, which closed in July of 2023, is among the several properties recently purchased by Jonathan Askarinam and Moe Pishvaeian .  The development team – which also includes Ian Ruel – plans to use it and adjacent buildings to open a new food hall with retail and event spaces 

On January 15, Developers presented the plan to ANC6A’s Planning and Zoning Committee for combining four H Street buildings (including the former Biergarten Haus) plus three alley lots to create a mini-Union Market with a roof deck event space.

The remodeled combined space will contain 14 stalls for retail outlets.  Developers are looking at a number of potential tenants including four or five food stalls, a barber shop, a bar, a tattoo parlor, fitness space, a coffee shop, and a bakery.  They envision larger areas as lounge space for work and socializing, starting at breakfast and lasting through dinner where patrons will be encouraged to “come and hang out for a long time.”  

The Committee unanimously voted to recommend that the full ANC support the application for Zoning Adjustments providing exceptions from requirements for parking, rear yard, and fast food establishments. 

Spin Time Records – a New Capitol Hill Music Outlet:  John Lottman, the DC music scene aficionado who has marketed DC Go-G0, Punk & D.I.Y., Soul & Funk, Jazz, Hip Hop & Electic, and DC Americana on-line has opened his brick-and-mortar outlet on the 2nd floor above Barrel at 619 Pennsylvania Avenue, SE. 

Here’s Lottman from his website:  “Like so many parts of DC, the Capitol Hill I grew up in has become a neighborhood that has “everything,” but feels like it’s lost so much.   One thing I can give it back is a record store.  It seemed like there used to be one on every block, but the last one closed about 25 years ago….

  • Jayme Johnson will present on the 2025 Capitol Hill Classic and has requested a letter of support to HSEMA from ANC6A by March 31, 2025. [Note: this will be covered as the first topic of the meeting to accommodate scheduling]
  • Color the Curb Program at Maury Elementary. Kim Vacca from DDOT will present.
  • Both North Carolina Avenue NE and C Street NE from 16th to 14th Street – Committee Member Sussman produced a slide deck on potential improvements to the car and bike lanes in this area. One aspect would be the continuation of the westbound bike lane down North Carolina Avenue NE after the split with C Street NE. Other improvement suggestions aimed at making the blocks in question safer for pedestrians, cyclists, and automobiles.
  • 14th and Ames Place NE. The area is under investigation for traffic speed. This is between the traffic lights on North Carolina Avenue NE and East Capitol Street, and there is no stop sign at A Street NE.

Crime in MPD 1st District and Hill East:  1st MPD District Commander Colin Hall briefs ANC7D Public Safety Committee chaired by resident member Brynn Barnett. 

Hall said crime has fallen both citywide and in the First District.  In 2024, citywide saw a 35% reduction in violent crime over 2023 and a 47% reduction in violent crime in the 1st District.  Homicides have decreased by 68% in the 1st District and robberies and carjackings decreased over 50% in each category. 

The 2024 gunfire seen in residential communities on Independence Avenue, SE, Hall said, had been because three neighborhoods had been in conflict with each other.  MPD made several key arrests and recovered “a lot of firearms and that quieted everything down.”  It currently does not appear to be a hot spot.

MPD made several arrests in response to a spate of robberies involving young females 14 – 17 years old who were repeating juvenile offenders and that has calmed down as well.  MPD is working with group homes and is engaging the Youth and Family Engagement Bureau to get juvenile offenders on the right track, but keep them out of the community.

Regarding the shooting at Eastern High School at the end of the year, Hall said, “We’ve identified the people involved and warrants are out.  We’ll find them and close the case.” 

On the tragic hit and run death of Ronnie Clark on Christmas Eve at 16th and C Streets, NE, Hall said it was still an active investigation:  “The vehicle involved was unregistered and we have identified a person of interest and recovered video of the crime.  This appears to be a case of speeding then losing control and careening on to the sidewalk.  We should be able to share more information soon and to make an arrest in a timely manner.”

Throughout the presentation, Hall emphasized how the community can help fight crime through use of the MPD Tip Line – Text 50411.  In addition to anonymously texting tips to the MPD, community members can now use their cell phone to send pictures or video about serious or violent crimes to the Metropolitan Police Department. 

Text, photo and video messages are monitored by members of the department 24 hours a day, seven days a week. Tips on serious or violent crimes will be investigated by members of the department.  Call 911 for a police response.  Tips may also be directed to (202) 727-9099 and may be eligible for a reward.

Pennsylvania/Potomac Avenues Intersection Project Begins this month.  On January 8, ANC6B’s Transportation Committee heard a DDOT presentation on the upcoming redesign of the PA/Potomac intersection.  The meeting was chaired by newly-elected Commissioner Karen Hughes, ANC6B09.

Here’s a rendering of the completed project.  DDOT Project Manager Abdullahi Mohamed said the agency is moving to construction phase and will focus on the Potomac Avenue/ PA Avenue Circle, and will include new signal lights, street lights, and handicap ramps.  The kick off for the project will be on January 27 – the purpose is to  enhance pedestrian safety and optimize traffic flow.  The completion date is December 28, 2026.  Construction of bike lanes east on Pennsylvania Avenue will begin once the circle project is complete.  The National Park Service will maintain the circle.

You don’t see this every day – fresh Black Winter Truffles from Spain, vacuum-packed and available at Eastern Market’s Bowers Fancy Dairy Products.

This weekend, the Eastern Market craft vendors moved off of 7th Street, and into the North Hall. On Thursday at 12:00pm, the vendors of the South Hall will hold a moment of silence as the U.S. Navy honors former President Carter with a 21 gun salute from the Navy Yard.

Saturday afternoon, the American flag flew at half staff over the US Capitol in honor of former President Jimmy Carter. The 8 foot security fence reflects the two National Security Events taking place this week: The Joint Meeting of Congress on Monday to count the electoral ballots, and the Lying in State Tuesday – and Wednesday, with the State Funeral following on Thursday. National Special Security EventU.S. Congress will hold a joint session to count electoral ballots.   The US Secret Service says those who live and work in the District can expect security measures in place like those that are put in place during the State of the Union address.

National Special Security Event.  On Jan. 7, former President Jimmy Carter’s body will leave Georgia and be flown to Joint Base Andrews in Maryland, where a motorcade will drive him to Washington, D.C. There will be a service for members of Congress at 3 p.m. in the Capitol Rotunda.

  • Carter will lie in state at the U.S. Capitol from 7 p.m. until midnight Tues., Jan. 7, and again from 7 a.m. Wed., Jan. 8 until 7 a.m. Thurs., Jan. 9. Viewers can come to the Capitol and pay their respects during those hours.
  • At 9 a.m. Jan. 9, Carter’s body will be taken from the Capitol to the Washington National Cathedral for his National Funeral Service.

Thursday night, DPR held the first of many community meetings on the modernization of Rumsey Aquatic Court.

CM Charles Allen called the project a once in a generation opportunity.

Thursday night, DPR held its first community meeting to launch the design phase for the construction of a new Rumsey Aquatic Center.  CM Charles Allen told more than 150 attendees that they could swim for about another year while the new building is being designed and before the old building closes for at least 18 months of demolition and construction. 

The meeting was held in the North Hall of Eastern Market and was presided over by DPR External Affairs official, Tommie Jones. 

CM Charles Allen who shepherded the already-appropriated $37 million in funding for the project through the City Council spoke at the meeting.

Allen called the project a once in a generation opportunity and noted the challenges the project faced, being adjacent to the historic Eastern Market, and the importance of designing a structure appropriate for that space.  He said he had met with several swim stakeholder groups and heard one consistent message:  they want more water – more swimming lanes.  He said he heard a lot of ideas about the second floor, including an observation deck where parents can watch their children swim.  The second floor is currently slated to be a senior center with a tech lounge, a business incubator space, and an indoor fitness center.  Another opportunity will be to reimagine the alley between the new building and Eastern Market and activating the dead zone on the C Street side (which used to be the original entrance to the building).  He said, “The building will not be all things to all people,” but “we will turn to the community to ask whether we’re headed in the right or wrong direction – just let us know.”

Plans are under consideration to transport Rumsey swimmers to other pools during the closure.  “The Rumsey users are a community, Allen said, “and we will do everything we can to hold the community together.” 

In addition to ideas mentioned by Allen, DPR’s PowerPoint presentation listed other ideas which have been mentioned, including:

  • Zero Entry Approach to pool (also known as beach entry pool).
  • Locker Room improvements.
  • Explore new ways to activate front plaza.
  • Honoring local history.
  • Multipurpose community spaces.

The preliminary Project Milestone Schedule is as follows: 

  • Dec 2024 Community Meeting 1 – Project kickoff community meeting.
  • (Electronic Community Survey – February/March 2025)
  • Spring 2025 Community Meeting 2 – Concept Review.
  • (Schematic design phase)
  • TBD Community Meeting 3 – Design Update.
  • TBD Community Meeting Final Design.

During Q&A, some of the concerns which members of the community asked the design team to consider included: 

  • The importance of providing adequate funding for maintenance.
  • Provision for swim meets.
  • Transgender bathrooms. 
  • Expansion of the building footprint.
  • Use of bromine or ozone instead of chlorine water treatment. 
  • Prioritizing use of the new building as an aquatic center. 
  • Keeping pool open until last minute.

Rumsey opened in 1970 as the Capitol East Natatorium – the first year round, racially integrated public swimming pool in the district.  The facility renamed in honor of Dr. William H. Last Monday, there were signs of progress on the buildout for Dos Toros Taqueria, opening at 215 Pennsylvania Avenue – formerly the Firehook Bakery.  Dos Toros Taqueria – a San Francisco-style taqueria – has announced the opening of three outlets in DC. Last Friday, CM Charles Allen held community office hours at Pretzel Bakery at 15th and C Street, SE. 

Friday afternoon, DC Public Library posted the December construction update on the modernization of the SE Public Library.  The Library closed on January 4, 2024 and is scheduled to reopen in early 2026. Closure of Downtown Metro Stations Dec. 20-30

WMATA plans to close some Downtown Metrorail stations for the Blue, Orange, and Silver lines between Friday, Dec. 20, and Monday, Dec. 30 to improve tracks and signaling.  During the closure, shuttle buses will replace train service at affected stations, providing customers with alternate access to stations. Stations will reopen Dec. 31.  Work will be completed in two phases:

Dec. 20-26: Farragut West, McPherson Square, and the lower level (Blue, Orange, Silver service) at Metro Center will be closed.

Dec. 27-30: Farragut West, McPherson Square, lower level (Blue, Orange, Silver service) at Metro Center, Federal Triangle, Smithsonian, and the lower level of L’Enfant Plaza (Blue, Orange, Silver service) will be closed.

Boxcar Tavern has been purchased and according to a source, is investing in a $200,000 renovation to open an upscale bar called The Lobby Bar.  The owner, the source says, hopes to open in a few weeks.  That seems optimistic. 

On last Monday afternoon, workers were engaged in a substantial demolition and construction project inside Boxcar.  

Lavagna has a new owner who is somewhat vague about his plans for the retail space.  He introduced himself as Daoud and said “we haven’t decided – it might be a smoke shop or maybe we might serve Mediterranean food “– though he acknowledged that the previous tenant had had a restaurant and “it hadn’t worked for them. “  He said he might separate the space on the second floor since there were two entrances in the front.  Asked when he might know what the plans are, he replied he wasn’t sure, but “You’ll know soon enough.”  The owner said he has a smoke shop on Wisconsin Avenue in Bethesda. 

The new Popeyes at 409 8th Street, Barracks Row – is shown here on the right adjacent to the build out for Taco Bell.  Despite bending over backwards to address concerns of nearby neighbors and other businesses on Barracks Row, Popeyes has hit a speed bump with their attempt to reopen under a new franchisee.  The problem is with the Department of Buildings (DOB) which is insisting that the restaurant have two restrooms.  Popeyes plan was to use one of the two existing bathrooms for indoor trash storage in accordance with best rodent control practices urged by the neighbors.  DC Code provides an exception for low occupancy restaurants to operate with one restroom.  The code is open to interpretation by DOB, and they’re coming down on the side of the rodents – this despite support for the trash storage plan from the DC Department of Health Rodent Control. 

The neighbors and Popeyes appealed to ANC6B’s Planning and Zoning Committee for advice and assistance at last week’s committee meeting.  The committee voted to write a letter to DOB and CM Allen to urge granting an exception and permit one of the two bathrooms to be used for trash storage.  The recommendation to send the letter will come up before the full ANC6B at its December meeting next Tuesday.  The DC Health Department shut down this Popeye’s in November of 2021 after a video of a rat infestation went viral. 

Barracks Row’s Cafe 8 Mediterranean Bistro wants to more than double its occupancy.  The request to amend their liquor license application to increase occupancy from 88 to 180 comes after the restaurant purchased two adjacent buildings.  Last Tuesday, ANC6B’s Alcohol Beverage and Cannabis Committee voted to support the request.  The full ANC will take up the recommendation at next Tuesday’s December meeting of the full commission. 

The café at 424 Eighth Street, SE, is a hookah bar and grille owned and operated by a Turkish family and has been in business on Barracks Row for almost 20 years.

Rosedale Library Update.  Last Tuesday night at Rosedale Library, DC Public Library Executive Director Richard Reyes-Gavilan, announced at a community meeting on the future of Rosedale Library, that the current site of the Library had been selected to build the new Rosedale Library. The yexpect to open in 2030.

Here’s a photo of a beautifully restored classic 1955 Chevrolet 2-Door Sedan frequently parked at Eastern Market. Chevy introduced a revolutionary V-8 engine for the model which was the forerunner of engines for future racing cars and hot rods.  Eastern Market Manager Barry Margeson told CHC that it belongs to an Eastern Market Shopper named Strickland.  Margeson mused, “It’s a sort of red and white Christmas card for Eastern Market.” 

The U.S. Capitol’s Christmas tree arrived at the Capitol on Friday, November 22.  The tree lighting ceremony will take place on Tuesday, December 3, at 5:00pm on the West Front Lawn of the U.S. Capitol.  The tree will be lit from dusk until 11 PM each night until January 1, 2025.

The tree is an 80-foot Sitka spruce from the Wrangell District Region in Alaska’s Tongass National Forest.  The tree – an 80-foot Sitka spruce named “Spruce Wayne” – arrived by tractor-trailer from Tongass National Forest in Alaska.

In the background, the Inaugural Platform for the swearing in ceremony is under construction.  The blue markings indicate the ends of the seating platforms upon which the official guests – members of Congress and the Supreme Court, as well and the Presidential parties – will sit. 

The Architect of the Capitol has begun construction of the Inaugural Platform to swear in the President.  The official swearing in will occur on Sunday, January 20, 2025, as required by the Constitution.  The public swearing in will occur at noon on Monday, January 21, 2025. An extra measure of security for this year’s inaugural platform construction period in the form of an eight foot wooden fence surrounding the inaugural platform and all of the media stands which surround it.  New AREA CLOSED signage warns “Do Not Enter or Remain” (emphasis mine).

The U.S. Botanic Garden’s “Season’s Greenings!” holiday exhibit is open, now through January 5, 2025, including models of 21 DC landmarks inside and an outdoor model train exhibit which travels around and through giant replicas of plant and pollinators all of which are made from plant parts.

The Garden is open 10am – 5pm daily and tickets are not required.   On December 10, 12, 17, 19, and 26, evening hours will be extended until 8pm, with live music and food/drink vendors.  Night time lighting during the extended hours brings a special glow to the monument exhibits.  Plan your visit at www.USBG.gov/Holiday

And an all-plant-parts model of the whimsical statue of Albert Einstein from the memorial bronze by sculptor Robert Berks, depicting Albert Einstein seated with manuscript papers in hand.  The monument is on the grounds of the National Academy of Sciences on Constitution Avenue, NW.

And here’s a photo of a plant parts orchid bee visiting a vanilla orchid in the train exhibit on the west side of the Botanic Gardens.  Here too, nighttime lighting brings enchantment to the display.

District residents can sign up for a 15-minute entry slot when residents can arrive anytime in the 15 minute period and a DPW staff member will be there is assist you. Please note that time selected is the arrival window, not the time of services. Only one ticket is required per vehicle. No entry will be allowed after 2:00 pm. Open to DC residents only. Please bring proof of residency (e.g. driver’s license, utility bill, lease agreement) and Eventbrite registration. No commercial waste will be allowed. Update:  Modernization of Rumsey Aquatic Center – First Community Meeting on Dec 12

The Department of Parks and Recreation has scheduled the first of several community meetings on the demolition and modernization of the Rumsey Aquatic Court for Thursday, December 12, at 6:00pm in the North Hall of Eastern Market.  It is anticipated that the design/build team will take part in the meeting. 

The project, at $37 million, is the largest of the current 9 DPR projects in Ward 6 (see below) .  The current Rumsey Center will be demolished and a new center will be constructed .  Besides the new pool, locker rooms, and changing rooms, the plan calls for additional amenities, including:

  • A senior center with a tech lounge
  • A business incubator space
  • An indoor fitness center

DPR is just starting on the design phase and the date for starting construction is TBD.  DPR anticipates that there will be several community meetings to solicit community input regarding the design, noting that since this is a significant project in a historic district, there’s a lot to talk about.  

Here are the locations of eight other DPR projects in Ward 6.  A ninth project – renovation of Cobb Park at 200 H Street, NW, is not shown.
